Collaborative Innovation of National Strategic Science and Technology Forces:Theoretical Framework and Implementation Pathways

Abstract
Strengthening the collaborative innovation of national strategic scientific and technological forces to drive the improvement of the efficiency of the national innovation system is the key support for building a strong country in science and technology and achieving technological self-reliance and self-reliance.Starting from the concept and connotation of strategic scientific and technological forces,this paper constructs a comprehensive framework for collaborative innovation among national strategic scientific and technological forces by examining the interactive relationships between these forces,as well as between strategic scientific and technological forces and the national innovation system,the industrial innovation system,and the regional innovation system.It further summarizes the characteristics of collaborative innovation of national strategic scientific and technological forces from the perspectives of resource hierarchy,scope of influence,and forward-looking planning.Taking U.S.National Laboratories as an example,the paper summarizes American experience in collaborative innovation among national strategic science and technology forces,their practices include:placing significant emphasis on developing open innovation platforms at National Laboratories,continuously optimizing collaboration mechanisms among innovation entities,and establishing robust policy tools to support synergistic innovation.Finally,in light of the new-era requirement for technological self-reliance and strength of China,it further proposes implementation pathways for national strategic scientific and technological forces'collaborative innovation from multiple aspects:optimizing the systematic layout of strategic scientific and technological force,strengthening the collaborative interaction of multi-dimensional scientific and technological forces,improving enterprise cooperation,and integrating into regional innovation networks.关键词
