The Digital Transformation Pathways for Scientific and Technological Management in Yunnan Province:A Study Based on the Practices of Zhejiang,Jiangsu,and Anhui Provinces

Abstract
The core value of digital and intelligent technologies has shifted from single-tool empowerment to driving systemic transformation.Therefore,a digital platform integrating full life-cycle project management,intelligent fund supervision,and dynamic performance evaluation is needed.From both technological and managerial perspectives,this study systematically deconstructs the current integration and application of frontier technologies,such as large language models(LLMs)and big data,in science and technology(S&T)management scenarios.Taking the digital transformation practices in Zhejiang,Jiangsu,and Anhui provinces,it analyzes their common characteristics and differentiated strategies,and accordingly provides insights and recommendations for Yunnan province.The findings reveal that the three provinces have established intelligent S&T management systems through models such as data governance,large-model-driven development,and collaborative innovation,and the three core elements of S&T management digital-intelligence transformation are LLMs,domain knowledge bases,and S&T digital-intelligence collaborative platforms.Based on a three-stage transformation framework of"data foundation construction,open-source model adaptation,and ecosystem collaborative innovation",Yunnan province should pursue differentiated adaptation according to its resource endowment,fiscal capacity,and technological foundation,build a province-wide,interconnected,and distinctive S&T data system,follow a lightweight intelligent path of"open-source LLMs+knowledge-base enhancement,"and establish a multi-team collaborative implementation mechanism.关键词
