Abstract
The traditional urban planning paradigm centered on land factors and investment-driven growth has shown signs of systemic failure and functional mismatch,calling for an urgent transformation.Based on the theory of space production and the framework of complex adaptive system(CAS),this paper constructs an analysis framework of"logical reconstruction-realistic challenge-path selection",to reveal the triple subversive impact of new quality productive forces on the goal mismatch,method failure,and tool failure of traditional urban planning paradigm.It also puts forward a future-oriented transformation path.The research shows that the new quality productive forces is driving a systematic paradigm shift in traditional urban planning,from static blueprint to dynamic adaptation,from spatial control to innovation empowerment.Its core logic lies in the comprehensive reconstruction of planning objectives,methodology and institutional system.Urban planning should be upgraded from traditional instrumental attributes to productive organization system,so as to realize the fundamental transformation from factor-driven to innovation-driven,from scale expansion to quality improvement.At the same time,the transformation of traditional urban planning is faced with practical challenges such as structural mismatch of land policy,insufficient release of data element value,and governance synergy fault.It is necessary to construct a"data×system"dual-engine response mechanism to reconstruct the urban planning paradigm.关键词
