New Challenges and Requirements for Emergency Management Work Posed by Building a Digital China
摘要
Abstract
[Research purpose]While the construction of Digital China technologically empowers emergency management,it also intensifies the contradiction between the growing complexity of risk patterns and the escalating demands for safety and security.Accordingly,a systematic analysis of the challenges and requirements confronting emergency management in the new era is essential to clarify key development directions and advance the modernization of emergency management systems and capabilities.[Research method]Structured around the"environment,risk,and resilience"analytical framework and proceeding from the new environment perspective,this study systematically analyzes the new challenges faced by emergency management across the dimensions of risk objects and subject resilience.On this basis,in accordance with the four construction goals of emergency management,"all-hazards,whole-process,all-round,whole-society",it articulates the implications of new requirements for emergency management in the digital era.[Research conclusion]In terms of risk dimensions,traditional risks manifest in increasingly complex forms within cyber-physical spaces,while new risks continue to emerge in fields such as technology,law,and people's livelihood.In terms of resilience dimensions,the integrated application of digital technologies drives the upgrading of resilience building goals,the public's demand for a sense of safety and security underscores the urgency of resilience building,and the integration and intelligence of infrastructure promote the elevation of resilience building standards.Consequently,emergency management work must closely align with the four goals to achieve upgrades:incorporating emerging risks arising from cyber-physical spaces into the"all-hazards"management scope,leveraging new digital tools to enable intelligent upgrading of the"whole-process"emergency management,conducting"all-round"resilience planning and security system construction at the foundational,environmental,capability,and application levels,in line with the"Digital China"plan structured around the"2522"framework,and harnessing the power of new actors in the"whole-society",including digital government,digital organizations,and netizens.关键词
