摘要
Abstract
From the perspective of action,evil can be divided into"pure evil","lesser evil"and"necessary evil"."Lesser e-vil"and"necessary evil"need to be expounded and analyzed with the concepts of good and right and their relationship.Nuclear deter-rence is a very special behavioral phenomenon in the contemporary international society,which conceals complex ethical and value con-flicts.Nuclear deterrence in itself is an evil in terms of the universal need of human beings.Nuclear deterrence is not necessarily"pure evil"according to moral intuition and historical experience.Nuclear deterrence is not always"lesser evil"or"necessary evil",they need to conform to certain moral conditions.Nuclear deterrence is"necessary evil",only if it is out of the responsibility to protect"hu-man security",with the right to"just defense",and in conformity with the principle of"disaster avoidance".At the present situation,when humankind is unable to completely eliminate nuclear weapons,nuclear-armed states should limit nuclear deterrence to"necessary evil"with just and good values.关键词
