The Path of New Quality Productivity in Leading the Industrial Synergy of Beijing-Tianjin-Hebei—Based on the Perspective of Complex System Theory

Abstract
New Quality Productivity(NQP),with technological innovation at its core,has emerged as a piv-otal driver of contemporary economic development,fostering high-quality and coordinated industrial growth within urban agglomerations.As industrial coordination in the Beijing-Tianjin-Hebei(BTH)region deepens,elevating it to new heights presents an urgent practical imperative.Adopting a complex systems perspective,this paper expli-cates industrial coordination as a complex system,elucidates the theoretical logic underpinning NQP's role in lead-ing BTH industrial coordination,and identifies current challenges therein.Building upon this analysis,the paper explores practical pathways through which NQP can empower the BTH industrial coordination system.This investi-gation holds significant practical importance for accelerating regional integration and fostering coordinated economic and social development. The paper first analyzes the core essence and key characteristics of NQP.Subsequently,it delineates the theo-retical logic of NQP empowering BTH industrial synergy from the perspective of complex systems theory across four dimensions:(1)Reshaping industrial agglomeration and coordination to optimize the industrial system layout;(2)Integrating localized factors to construct a regional integrated industrial synergy platform;(3)Promoting heteroge-neous development among entities within the industrial system to cultivate comparative advantages;(4)Transcen-ding geographical constraints to achieve systematic cross-regional industrial collaboration and interaction in virtual space. Finally,grounded in the theoretical analysis,the paper proposes pathways for NQP to empower BTH industrial synergy under the complex systems framework:(1)Enhancing coordination along upstream-downstream industrial chains and industrial complementarity to bolster the development of local specialized industries;(2)Leveraging NQP to unlock the potential of virtual space,thereby improving regional coordination efficiency;(3)Establishing an integrated platform to coordinate regional resources and build an efficient synergy system;(4)Further refining incentive and labor protection mechanisms to activate and cultivate a new type of workforce. The findings offer a novel methodological lens for understanding industrial coordination and provide valuable insights for developing NQP and advancing industrial coordination in the BTH region.These contributions hold sig-nificant value for governments,enterprises,and academic research institutions,aiding in informed decision-making and strategic planning to promote a coordinated industrial framework.关键词
