Abstract
Building a leading country in education is a strategic pillar of the great rejuvenation of the Chinese nation and has far-reaching implications for China's educational development.This report addresses three questions:why China should build a lead-ing country in education,what kind of system it should establish,and how it can be realized.First,it explains the necessity of this en-deavor from four perspectives:strategic leadership,scientific and technological self-reliance,common prosperity,and Chinese mod-ernization.Second,using ideological leadership,talent competitiveness,scientific and technological capacity,livelihood security,social collaboration,and international influence as the main dimensions,the report clarifies the meaning and direction of building a leading country in education and highlights the urgency of developing China into an an important education hub in the world.On this basis,through historical review and international comparison,the report summarizes the general patterns that shape the rise of leading edu-cation centers worldwide and argues that China's pathway should be grounded in national strategies,supported by distinctive disci-plinary development,guided by openness and inclusiveness,and oriented toward balancing the dual missions of"pursuing truth"and"cultivating people."Finally,it identifies educational reform as the driving force and proposes strategies in three areas:the modern-ization of rural education,the professionalization of the teaching workforce,and systemic reform across all levels and types of educa-tion.The report concludes that building a leading country in education must be anchored in disciplinary innovation,independent tal-ent cultivation,using in-depth reform to overcome bottlenecks and ultimately achieving mutually reinforcing improvements in China's international influence in education and its overall national strength.关键词
