Abstract
The 30th World Conference of the International Council for Open and Distance Education(ICDE)was held in New Zealand in November 2025.The conference,themed Exploring Inclusive,Scalable,and Sustainable Reciprocal Teaching and Learn-ing,addressed cutting-edge topics and trends in global open education,emphasizing the need of connecting human-centered values to cultural contexts.Regarding inclusivity,the conference highlighted the necessity of reaffirming the mission,functional positioning,and social value of open education so as to advance broader,more equitable access to open learning opportunities.In terms of scalability,it advocated the integration of indigenous knowledge systems into curriculum development and stressed the importance of global re-source collaboration together with AI-enabled"precision learning"models to enhance intercultural communication and knowledge exchange.As to sustainability,the conference called for strengthened multi-stakeholder engagement at the global level.This process involves transforming teacher-learner roles,promoting institutional and systemic innovation,and optimizing governance mechanisms to cultivate a resilient and dynamic open learning ecosystem.The Inclusive-Scalable-Sustainable framework articulated at the confer-ence signifies a paradigmatic shift whereby open education is moving beyond a marginal and supplementary position toward one that explicitly demonstrates its values.Central to this transition is the pursuit of reciprocal coherence between teaching and learning,which serves as a critical nexus linking the goals of educational equity and lifelong learning.In doing so,the framework provides theoretical insight and practical direction for developing a global lifelong learning system and promoting shared human development.关键词
