组态视角下公共教育服务均等化驱动路径研究
Research on the Driving Path of Equalization of Public Education Services from the Perspective of Configuration:An fsQCA Analysis of 31 Provinces and Regions in China

Abstract
The equalization of public education services is not only the basis for achieving educational equity,but also an important means to promote common prosperity.Based on the design of the index system of public educa-tion equalization level,using the technology-organization-environment(TOE)analysis framework,this paper explores the synergistic effects of technology,organization,and environment on the equalization level of public education services,with 31 provinces and regions in China as the research sample and employing the fuzzy-set qualitative comparative analysis(fsQCA)method.The results show that:Firstly,the improvement of the equalization level of pub-lic education services does not rely on a single necessary condition;instead,its enhancement depends on configura-tion paths consisting of different elements.Secondly,there are three configuration paths for high levels of public ed-ucation service equalization,and the two factors of"digital technology application"and"urbanization level"play an important role in improving the equalization level.Thirdly,the path of lower levels of public education service e-qualization and the high-level path are not completely complementary,confirming the asymmetry of the qualitative comparative analysis results.With relevant cases,this study explores the ways to achieve public education equaliza-tion in different regions,which can help them adopt improvement measures according to local conditions.关键词
