New Quality Productivity Empowering the Response to Global Ecological Crises:Operational Paths and Optimization Strategies

Abstract
The global ecological crisis,characterized by the interweaving and resonance of climate change,biodiversity loss,and environmental pollution(including waste),has profoundly exposed the structural predicaments and ecological unsustainability of the traditional linear development model,forcing a global transition towards a green and low-carbon development paradigm.Against this backdrop,China has incorporated ecological civilization construction and green low-carbon development into the core agenda of its national strategy,and clearly proposed accelerating the cultivation of new quality productivity—characterized by a marked leap in total factor productivity as its core symbol and greening and intellectualization as its inherent features.As the core engine driving China's high-quality economic development,new-quality productivity also serves as a key driving force empowering the global response to ecological crises.Through three dimensions—material supply,institutional innovation,and conceptual guidance—and relying on nine major pathways,including technological empowerment,industrial driving,factor optimization,and subject support,they continuously inject Chinese strength into global ecological governance.This process has not only consolidated the material foundation for global green development and improved the institutional framework and multilateral mechanisms of global green governance,but also fostered consensus on the values of global green development.To more effectively empower the global response to ecological crises,China,in developing its new quality productivity,must further promote the deep integration of"digitalization"and"greening".It needs to break through key clean energy technologies to strengthen the technological foundation for crisis response;deepen the green and low-carbon transition of industries to build a high-quality green industrial ecosystem and solidify the industrial support for crisis response;and enhance global green collaboration to reinforce the international empowering role of green technologies and industries,thereby securing a cooperative foundation for tackling the crisis.关键词
