Abstract
During the critical period of the in-depth advancement of the rural revitalization strategy and the transformation of agricultural modernization,small-scale water conservancy projects,as a core component of agricultural infrastructure,their construction quality and operational efficiency directly affect the sustainable utilization of regional water resources and the high-quality development of agriculture.Taking Shapotou District of Zhongwei Municipality,Ningxia as an example,in combination with the arid and semi-arid climate characteristics and agricultural industrial structure of this area,the prominent problems existing in the current small-scale water conservancy projects in terms of planning and design,Informationization construction,management system,financial guarantee and ecological protection are systematically analyzed.The study showed that insufficient consideration of long-term needs in engineering design,low coverage of informatization and automation,unclear division of management responsibilities,emphasis on construction over maintenance,and insufficient capital investment were the main bottlenecks restricting the efficiency of small-scale water conservancy projects.On this basis,targeted systematic strategies are proposed from aspects such as optimizing engineering design,promoting informatization and automation,clarifying management responsibilities,strengthening the construction of professional technical teams,improving maintenance standards and norms,and innovating investment models,with the aim of providing theoretical references and practical paths for enhancing the overall level of"construction,management,operation and maintenance"of small-scale water conservancy projects and promoting their in-depth integration with modern agricultural science and technology.关键词
