"三道防线"构建中高洪测流关键技术研究
Research on key technologies for high flood flow measurement in construction of"three lines of defense"

Abstract
In response to the practical difficulties arising from the lack of technology and equipment for online monitoring of hydrological flow and high flood flows in the"three lines of defense"for rainwater monitoring and forecasting,this study systematically reviewed the research background,current status,and requirements of high flood flow measurement.It analyzed the application characteristics and operational conditions of key technologies for high flood flow measurement and introduced side-scan radar,video imaging,Unmanned Aerial Vehicle(UAV),and radar-vision fusion flow measurement systems.The results showed that the maximum detection width of the side-scan radar flow measurement system can reach 1 000 meters;cross-sectional flow velocity can be measured within≤10 minutes;the flow measurement system error is<1%,and random uncertainty is≤12%.The video flow measurement system can complete flow velocity and discharge calculations for rivers wider than 400 meters within 10 minutes,achieving a measurement accuracy of≥90%.The study demonstrates that key technologies for high flood flow measurement offer advantages such as wide coverage,all-weather operation,and non-contact measurement,significantly improving measurement accuracy and efficiency in practice,and providing essential technical support for enhancing flood control and disaster mitigation,as well as safeguarding people's lives and property.关键词
