Overall situation and strategic research on water security for advancing Chinese modernization

Abstract
The advancement of Chinese modernization cannot be realized without a reliable guarantee of water security.This study analyzed the development trend of water security guarantee in the new era from multiple perspectives,including population peak and structural changes,constraints of resources and environment,the development of new quality productive forces,market-oriented allocation of resources,escalating global trade tensions,and the impacts of climate change.Domestically,water security standards are undergoing iterative upgrades,while demands for flood control and water supply remain high.Internationally,intensifying global resource competition may exert greater pressure on the security of water supply.By focusing on strategic principles,development objectives,governance measures,and implementation approaches,the study outlined an integrated stategy for ensuring water security in advancing Chinese modernization.It recommended coordinating five key relationships:optimizing existing resources while enhancing new developments,expanding physical infrastructure investment while strengthening institutional capacity-building,maintaining comprehensive planning with prioritized implementation,integrating traditional development with innovation-driven approaches,and balancing immediate needs with long-term strategic vision.The research identified implementation pathways for China's water security during the 15th Five-Year Plan period and beyond through:enforcing rigid water resource constraints,accelerating modern water network construction,improving systematic governance of major rivers/lakes/reservoirs along with ecological conservation,deepening water sector reforms and innovation,and enhancing water security risk prevention.This study aims to provide a reference for strategically positioning water governance within the broader context of advancing Chinese modernization.关键词
