Consolidating and Expanding Achievements in Poverty Alleviation through High-Quality Development of Targeted Support Industries:Policy Evolution,Current Characteristics,and Future Policy Orientations

Abstract
The 2025 No.1 Central Document further clarifies the policy agenda of"continuously consolidating and expanding achievements in poverty alleviation."Achieving the high-quality development of targeted support industries is not only an important measure to prevent a large-scale return to poverty,but also a crucial vehicle for comprehensively advancing rural revitalization and accelerating the building of a strong agricultural country.Since 1986,the policy evolution of targeted support industries development in China has gone through three stages:initial exploration,stabilization and consolidation,and strengthening and upgrading.Remarkable historical achievements have been made in consolidating and expanding achievements in poverty alleviation through the high-quality development of targeted support industries.However,as we enter a new stage of transitioning to routine support with the effective connection between consolidating and expanding achievements in poverty alleviation and rural revitalization,some targeted support industries still lack endogenous motivation and sustainable development capacity,which hinders their high-quality development.It is recommended to solidly promote the high-quality development of targeted support industries through differentiated approaches,including highlighting local characteristic resources,enhancing agricultural technological empowerment,optimizing asset management mechanisms,and balancing problem-oriented approaches with the protection of farmers'interests.Future policies should focus on accelerating infrastructure upgrading,strengthening the policy support system for advantageous industrial clusters,reinforcing technological support for industrial chain extension,improving the development level of industrial and value chains,adjusting and optimizing the allocation policy and support direction of central fiscal connection funds,so as to promote the high-quality development of targeted support industries.关键词
