农村失能老人照护服务整合的现实困境与实现路径
The Integration of Care Services for Rural Elderly with Disabilities:Real-World Challenges and Implementation Paths

Abstract
Integrating care services for rural elderly with disabilities is crucial for addressing shortcomings in rural elderly care services and meeting the needs of this vulnerable group.Such integration is characterized by natural villages as the spatial basis,village-level organizations as the governance foundation,contracted land as the economic security,rural households as the core support,and rural residents as the main force.Currently,the integration faces several challenges,including the outflow of care resources following urbanization,an inadequate policy system for care services,the detachment of village-level organizational governance,the weakening of family elderly care functions,and the limited material security role of land.To address these challenges,it is necessary to accelerate the construction of rural communities,strengthen service-oriented village-level organizations,integrate diverse care resources,coordinate multi-stakeholder care responsibilities,and enhance the economic value of land.Measures such as improving care policy planning,optimizing care resource allocation,enhancing care service governance,strengthening family care functions,and empowering care services with digital intelligence should be implemented to establish a people-centered and population-based integrated rural elderly care service model that aligns with the structure and form of new rural communities.关键词
