Abstract
Since the initiation of the 14th Five-Year Plan period,China has witnessed a steady growth in its nuclear power installed capacity and a continuous diversification in the application of nuclear technology.Correspondingly,the risk of nuclear safety is also increasing.As a crucial safeguard to support the development of the nuclear energy industry,the regulatory effectiveness of nuclear safety regulation directly impacts public safety,environmental security,and social stability.The current domestic regulatory system,however,faces challenges including the erosion of latecomer advantages,imbalances between rigidity and flexibility,and inadequate technical support,necessitating urgent breakthroughs in areas such as responsibility fulfillment,technological innovation,and safety culture cultivation.Based on international experiences and domestic realities,this paper proposes the objectives and approaches for enhancing the quality and effectiveness of China's nuclear safety supervision during the 15th Five-Year Plan period,aiming to provide theoretical support and practical solutions for building a modern nuclear safety regulatory system that is commensurate with the development of China's nuclear industry.关键词
