Strategic Measures for Safeguarding the Bottom Line of Nuclear Emergency during the 15th Five-Year Plan Period

Abstract
Nuclear emergency response serves as the final line of defense in the nuclear safety defense-in-depth system and plays a crucial role in maintaining national security and social stability.Based on research into the current state of nuclear emergency response work in China and an analysis of the challenges and trends during the 15th Five-Year Plan period,this paper investigates the existing issues in nuclear emer-gency response work concerning regulatory standards,system operation,technical support,and capacity building.It clarifies the overarching strategy of safeguarding the final line of defense for nuclear safety,en-suring the absolute safety of nuclear facilities.It proposes the objectives,key indicators,and strategic mea-sures for nuclear emergency response work during the 15th Five-Year Plan period,providing a foundation for the formulation of the 15th Five-Year Plan for nuclear emergency response.关键词
