摘要

Abstract

Building upon a systematic review of the achievements in radiation safety supervision and management during the 14th Five-Year Plan period,this study comprehensively analyzes the key radiation safety challenges faced by the nuclear technology utilization sector in the 15th Five-Year Plan period.It scientifically outlines the overarching planning framework and objectives for radiation safety in nuclear technology utilization during this period.To address the identified challenges,ten key improvement measures are proposed:enhancing the exemption management system for radioactive isotopes and radiation-emitting devices;strengthening IT-based supervision of high-risk mobile radiation sources;developing specialized regulatory standards for nuclear medicine;improving interdepartmental coordination and joint supervision mechanisms;advancing the revision and harmonization of laws and regulations;optimizing the classification methodology for radiation-emitting devices;refining the radiation safety standards system;modernizing regulatory capabilities;promoting research on the reuse of disused radioactive sources;strengthening the capacity building of regulatory teams.By balancing development and safety,the study aims to establish a modernized radiation safety regulatory framework that aligns with the high-quality development of the nuclear technology utilization industry,thereby providing a robust safeguard for securing the safety baseline in building a Beautiful China in the new era.
