Abstract
It was pointed out in the study that taking whether unorganized waste gas at the factory boundary meets the standards as the basis for judging whether pollution-generating units cause pollution to the surrounding environment had significant drawbacks.The pollution contribution of pollution-generating units to the surrounding environment needed to be demonstrated through more reasonable methods.In response to the problems and difficulties in the compliance of unorganized emissions monitoring,solutions were proposed from 2 aspects:the selection of meteorological conditions and the layout of monitoring points.Meanwhile,from the perspective of the rationality and completeness of monitoring methods,it was proposed that characteristic pollution factors should be taken as the objects of tracking and monitoring.A synergistic monitoring method covering the"factory area+factory boundary+upwind direction of unorganized emission sources+sensitive points outside the factory boundary"was adopted to comprehensively evaluate the pollution contribution of pollution-generating units to the surrounding environment.Based on the different formulation purposes of pollutant discharge standards and environmental quality standards in China's ecological and environmental standard system,it was proposed that when handling complaint cases related to unorganized emissions,more attention should be paid to the demands of protecting human health and the public living environment.Pollutant discharge standards were not the decisive basis for judging whether to bear pollution liability.Finally,the feasibility of adopting synergistic monitoring for tracking and monitoring in the investigation and evidence collection of unorganized emissions complaint cases was discussed.关键词
