Abstract
The North American oil and gas pipeline network represents one of the world's most mature and market-oriented operational systems.Characterized by a regulatory framework of"hierarchical management,transparent approval,and public participation,"it has established an operational mechanism featuring"unbundling of transport and marketing,fair open access,hub interconnection,and transparent pricing."Supported by data acquisition and monitoring systems integrated with geographic information technology,pipeline companies have developed a safe and efficient life-cycle dispatching system.Currently,the reform of China's oil and gas pipeline network operation is deepening,yet it continues to face such multiple challenges as low marketization of pipeline operators,strong monopolistic tendencies,uneven resource distribution,and prominent regional supply-demand imbalances.The development experience of North America's pipeline system offers valuable insights for China in areas such as regulatory design,pipeline market development,pricing mechanisms,intelligent technology application,and resource scheduling.By synergistically advancing institutional improvement,mechanism optimization,technological upgrading,and governance capacity,China can accelerate the establishment of a modern,safe,efficient,flexible,open,and intelligent oil and gas infrastructure system.关键词
