Abstract
The EU carbon market is the world's earliest existing and most actively traded market-based emission reduction mechanism,and its development has undergone four distinct stages.The reform of the EU carbon market focuses on three key areas:constructing non-tariff barriers through the Carbon Border Adjustment Mechanism to mitigate the negative impact of carbon leakage on emission reduction efforts,promoting the adoption of global emission reduction rules through unilateral legislation to enhance the EU's influence in international climate action,and integrating and innovating emission reduction rules by establishing a new emissions trading system,ETS2,to advance the clean energy transition across all sectors of the EU economy.For China's carbon market development,it is recommended to integrate and improve the toolbox of emission reduction policies while exploring legislative innovations in the climate field,accelerate the expansion of the national carbon market and fully leverage the functions of regional carbon market pilots,reasonably design the pathway for reducing the emissions cap to ensure a smooth transition of the dual-control mechanism,establish robust safeguard mechanisms to address risks arising from carbon leakage and other climate-related actions,harness the advantages of the clean energy industry and increase investment and development of cutting-edge emission reduction technologies,extensively engage in bilateral cooperation,and strive to become a leading force in multilateral climate actions.关键词
