The Impacts of Dynamic Allocation of Attention on Environmental Policy Implementation:Comparative Analysis of Low-carbon Policy Cases

Abstract
Policy implementation plays a significant role in the environmental governance process.The allocation of govern-ments'attention has profound impacts on regional policy implementation and environmental performance.What role does the dynamic allocation of governments'attention play in environmental policy implementation among regions?Using 40 cit-ies'low-carbon policies as cases,this study employs fuzzy set qualitative comparative analysis(fsQCA)to explore the dif-ferentiated paths of local environmental policy implementation from a dynamic attention perspective.The results show that the realization of carbon reduction lies in the integration of multiple factors and mechanisms in the process of attention strati-fication and synchronicity.In addition,policy adjustments and public supervision are the key factors for implementation success or failure of low-carbon policies.Proper attention should be paid to the function of these two factors to narrow the spatial gap in the environmental policy implementation.关键词
