Exploring the Framework for National Park Administration Responsibility List in China

Abstract
The key to the national park development in China is to streamline the management system,rationally divide the responsibilities,and establish a unified,standardized and efficient national park system with Chinese characteristics.How to scientifically divide the responsibilities for national park administration and build a clear list of responsibility has always been a hot but difficult issue in the development of the national park system.With an eye on the core function of national park for basic public service provision,the paper establishes the framework for national park administration responsibility list from the perspective of administration and expenditure responsibility,focusing on the park management execution,administration responsibilities at the level of financial expenditure,and financial responsibility from the aspect of public management science.It proposes that the list can be divided into two dimensions of horizontal responsibilities and vertical responsibilities,mainly including administrative responsibility and financial responsibility.On this basis,the administrative responsibility of national parks are clarified from the perspective of horizontal responsibilities,and the financial spending responsibility of national parks are clarified from the perspective of vertical responsibilities.We also provide some science-based suggestions for the division of responsibilities between the lands managed by central and local government,respectively,in national park.Based on the fact that the garden land is under diversified administrative responsibilities in national parks,which leads to the involvement of diverse stakeholders and the chaotic situation of how the responsibilities are divided among stakeholders,the study summarizes the responsibility list for the unsettled garden land and suggests that the garden land responsibility division would be the key issue in the future research on the administrative responsibility for national parks.The study would provide references for completely promoting the division of national park management responsibilities.关键词
