Standardized Management of Wildlife Display and Performance in China

Abstract
Wildlife display and performance is the activity that presents images,species,habits and protection significance of wildlife to audiences through behavior display and performance.The paper reviews the legislative evolution and management practices for wildlife display and performance in China,focusing on the Wildlife Protection Law newly amended in 2022.The findings show that Article 28 of the Wildlife Protection Law provides for wildlife display and performance,and stipulates animal safety,animal welfare and management measures of wildlife display and performance,which reinforces the enforcement means and cross-sectoral coordination mechanism and reflects the legislative orientation of harmonious co-existence between humans and nature under the framework of ecological civilization.However,the defects of system operation,the absence of compensation for harms,balance and conflict of legal interests also exist.Three targeted suggestions are proposed:1)The concession management system of wildlife display and performance should be set up around the concept of ecological civilization,with special focus on the leveled and categorized wildlife protection and animal welfare criteria;2)The system of compensation and relief for animal injury should be improved to widen the source of compensation funds;3)The conflict between cultural protection and animal protection should be balanced through legislation explanation and policy coordination to promote the standardized industrial transformation and technology substitution&innovation,with the aim to provide institutional guarantee for sustainable governance of wildlife display and performance.关键词
