新质生产力赋能乡村人才高质量发展的路径研究
Research on the Path of Empowering High-Quality Development of Rural Talents with New-Quality Productivity Based on the TOE Framework

Abstract
With the vigorous development of new-quality productivity,the high-quality development of rural talents has ushered in a critical opportunity.This paper employs the Technology-Organization-Environment(TOE)analytical framework to deeply dissect the internal mechanisms and strategies of new-quality productivity in empowering the high-quality development of rural talents.Currently,rural talent development faces dilemmas such as the outflow of young talents,insufficient skills among left-behind talents,a wide regional digital divide,lagging rural vocational education,unsound policy and market mechanisms,and a weak innovation ecosystem.Taking Village H as an example,this paper analyzes its experience in talent cultivation and industrial development,and proposes strategies to enhance the quality of rural talents and provide talent guarantees for rural revitalization,including strengthening scientific and technological leadership,deepening organizational collaboration to improve mechanisms,and optimizing environmental support through policy improvement.关键词
