A Study on the Influencing Factors and Policy Support for Income Growth of Middle and Low-Income Groups in Mountainous Urban Areas:Based on a Survey of Middle and Low-Income Households in Lishui

Abstract
Expanding the middle-income group and lifting the low-income group("expanding the middle and lifting the low")are essential pathways toward achieving common prosperity,as well as a necessary choice for Zhejiang Province to advance its"Two Pioneering Initiatives".In recent years,national social security systems have ensured the basic living standards and survival conditions of middle and low-income groups.However,there remains a gap in income levels and growth rates between these groups—particularly those in mountainous urban areas—and the middle-income population.In the mountainous region of southwestern Zhejiang,Lishui faces a pronounced income disparity in the context of Zhejiang's high-quality development of a common prosperity demonstration zone.This study focuses on income growth challenges for middle and low-income groups in mountainous urban areas like Lishui.Through empirical research and analysis,it identifies key issues,including insufficient external drivers and weak internal motivation.The paper analyzes factors influencing income growth in detail and proposes countermeasures and recommendations,such as stimulating internal motivation,optimizing expenditure structures,promoting employment and entrepreneurship,and improving policy support systems.These measures aim to achieve sustainable income growth for mountainous urban middle and low-income groups and eliminate the risk of their falling back into poverty.关键词
