Abstract
Economic forest industry is a vital sector in achieving the synergy between ecological preservation and economic development,playing an instrumental role in advancing comprehensive rural revitalization and ecological civilization.This paper systematically assesses the state of China's economic forest industry,evaluating its acreage,output,product diversity,market vitality,and farmer engagement.Despite progress,it highlights enduring issues such as conflicts between orchard and cropland use,overlapping departmental definitions,difficulties in enforcing resource protection laws,and structural labor imbalances.To promote the industry's high-quality and sustainable development,four integrated strategies are proposed:1)Clarify core concepts and strengthen the legal framework to establish a foundational basis for industry management and cropland protection;2)Build a multi-departmental collaborative mechanism for legal awareness initiatives to enhance farmers'legal and farmland preservation and consciousness;3)Accelerate the classification and grading of orchard land quality to scientifically evaluate and fully unlock its production potential;4)Advance the integration of multiple spatial plans and data sharing to optimize territorial spatial layout and address the challenges of fragmented oversight.This research aims to provide policy insights for enhancing the governance efficiency of economic forest resources and achieving dual ecological and economic benefits.关键词
