福建南平"森林生态银行"发展现状及对策建议
Development Status and Countermeasures for"Forest-based Ecological Bank"in Nanping City
摘要
Abstract
Establishing and improving the value realization mechanism for ecological products is the key pathway to practicing the concept of"Two Mountains".With focus on forest resources and guided by ecological protection,"Forest-based Ecological Bank"is operated to maximize the value of ecological products through market-oriented operation.Through discussions,visits and questionnaire surveys,this paper investigates the development status of the"Forest-based Ecological Bank"in Nanping City,Fujian Province,and summarizes its operation mode and development progress.It holds that"Forest-based Ecological Bank"are challenged by problems,such as the unstandardized name use,the unsound property right system reform,the limited funds,the immature pricing mechanism,and the low awareness of forest farmers.Based on this,5 countermeasures have been put forward,including:1)Standardizing the name of"Forest-based Ecological Bank"to reflect its attribute of platform;2)Unifying the the standard for forest resources delineation to complete the registration of forest rights;3)Attracting diverse investment entities for solving the funding issues;4)Improving the pricing system for natural resources storage by implementing a three-level pricing mechanism;and 5)Strengthening the publicity efforts to improve the awareness of forest farmers.关键词
