Abstract
To address the challenges of fragmented management of collective forest land and forge new pathways for moderate-scale operation,Huairou District in Beijing initiated a pilot program for a new-type collective forest farm management model in 2019.This initiative aims to cultivate a new type of forestry management entity that advance the national Rural Revitalization Strategy.With full coverage achieved by 2023,the model is now a key driver of ecological construction and synergistic rural development.Taking Huairou District as a case study,this paper traces the model's development trajectory and assesses its outcomes.It analyzes its pivotal role in fostering ecological-economic synergy,promoting industrial integration,and enhancing the coupling of social-ecological systems.On this basis,the paper demonstrates the profound alignment between the model's development and the Rural Revitalization Strategy in terms of objectives,pathways,and core principles.This study,however,identifies multiple constraints hindering high-quality development of new-type collective forest farms,including restricted management rights,a nominal director responsibility system,inadequate market-based self-generating capacity,and an imbalanced labor structure.In response,this study proposes strategies encompassing forest farm-village collaboration,government leadership,characteristic innovation,and workforce optimization.These strategies aims to consolidate eco-friendly prosperity and offer valuable insights for similar regions in deepening forest tenure reform and advancing rural revitalization.关键词
