The theoretical logic and practice of Sanming's Forest Ticket institutional innovation

Abstract
This paper took the Forest Ticket system reform in Sanming City,Fujian Province as a case study,constructed an analytical framework of"administrative-market-society"triple-logic synergy to systematically deconstruct the behavioral logics of multiple stakeholders—the government,state-owned forest farms,village collectives and villagers—as well as their coupling mechanisms in terms of goals,resources and processes,and conducted a comprehensive process analysis of the Forest Ticket system,tracing its institutional origins,detailing the core elements of its design,summarizing practical experiences from pilot villages,examining strategies for its broader adoption,evaluating its multi-dimensional effectiveness,documenting adjustments and optimizations based on practical feedback,and exploring the innovative diffusion of the digital"X-Ticket"system,aiming to uncover the internal mechanisms behind the generation and evolution of this institutional innovation.The findings revealed that the Forest Ticket system effectively achieved organic unity among the three logics by establishing a collaborative governance architecture endorsed by government credit,professional operation by state-owned forest farms,and deeply participated by village collectives and villagers.Specifically,the administrative logic of the government focused on addressing forestry governance challenges and achieving multiple policy objectives such as ecological protection and rural revitalization.The market logic of state-owned forest farms pursued economies of scale and value appreciation.The social logic of village collectives and villagers centered on securing forestland rights and increasing forestry income.This practical journey manifested as a spiral-upward process of"pilot practice-cognitive deepening-institutional optimization",demonstrating the systemic dynamic responsiveness to practical feedback.By parsing the theoretical underpinnings and practical experiences of the Sanming's Forest Ticket reform,and by analyzing the innovative diffusion trend signaled by the digital"X-Ticket"system,this study provided valuable insights and methodologies for governments at various levels to promote institutional innovation in areas such as natural resource asset management and the realization of ecological product value.关键词
