Mechanisms and pathways for advancing the high-quality construction of forest"four reservoirs"through collective forest tenure reform

Abstract
Collective forest tenure reform is one of the core components of China's rural property rights reform and plays a fundamental role in revitalizing forestry production factors and enhancing forest ecosystem services.Guided by General Secretary Xi Jinping's important statement that forests serve as"reservoirs of water,grain,money,and carbon",this study systematically deconstructed the intrinsic logical linkages between collective forest tenure reform and the construction of forest"four reservoirs".It constructed an integrated analytical framework of"property rights restructuring-policy empowerment-industrial integration"and identified practical bottlenecks in the current reform process,including ambiguous delineation of property rights,fragmented management scales and insufficient policy coordination.From the four dimensions of institutional innovation in property rights,optimization of management models,improvement of policy support systems and promotion of industrial integration,the study proposed concrete pathways for deepening collective forest tenure reform to advance the high-quality construction of forest"four reservoirs".The findings offer theoretical insights and practical guidance for jointly promoting rural revitalization and achieving the"dual-carbon"goals.关键词
