Analysis of the Accreditation Mechanism for Standards Development Organizations in Canada and Its Implications for China's Association Standards Work

Abstract
[Objective]This paper conducts an in-depth analysis of the core essence and institutional innovations of the 2025 Updated Edition of Requirements and Guidelines for the Accreditation of Standards Development Organizations issued by the Standards Council of Canada(SCC).It systematically interprets the new changes in its accreditation mechanism to provide targeted insights for deepening the reform of association standards in China.[Methods]Using literature research and comparative analysis methods,this paper conducts a refined interpretation of the SCC's updated guidelines and carries out a comparative analysis in combination with the current status of China's association standards work.[Results]SCC's accreditation mechanism has been upgraded to a comprehensive governance framework integrating strategic guidance,social inclusion,and global coordination.Its core innovations include requiring reference to domestic and international professional guidelines,integrating gender considerations into the standards development process,and clarifying the participation responsibilities of standards development organizations(SDOs)in the Standards Development Organization Advisory Committee(SDOAC).[Conclusion]China can draw on Canada's experience to strengthen the strategic leading role of the coordination mechanism for national standardization work under the State Council,pilot the introduction of a gender impact assessment mechanism for association standards,and deepen the excellence cultivation program for association standards.This will enable high-quality association standards to effectively support the national standardization strategy and actively integrate into the global standardization governance system.关键词
