Appeasement Policy Driven by Commercial Interests:an Analysis of British Policy Towards Japan in the Early Stage of the Comprehensive War of Resistance Against Japanese Aggression

Abstract
At the beginning of the comprehensive War of Resistance against Japanese Aggression,Britain,which had the largest investment scale in China among the major powerful countries,adopt-ed the appeasement policy towards Japan's aggression against China in order to safeguard its commer-cial interests in the Far East.It mainly includes three measures:defined the Sino-Japanese War as a"local event"with the intention of mediating the armistice;signed an illegal agreement with Japan regarding Chinese customs in exchange for the preservation of Britain's existing authority and inter-ests in customs administration;guided the General Assembly of the League of Nations and the Brus-sels Conference to avoid characterizing Japan's aggressive behavior and obstruct the international community's economic sanctions against Japan.The essence of these actions is to compromise with Japan in exchange for Britain to avoid the threat of war in the core interest area of the Yangtze River Basin centered on Shanghai and maintain its stable wealth making ability.However,from 1937 to 1939,British investment in China depreciated sharply,and the core business assets such as railways and shipping were almost completely controlled by the Japanese army.Shanghai basically lost its for-eign trade and financial functions due to the Japanese occupation.Practice had proven that Britain's appeasement policy did not achieve its goals,and the huge loss of its commercial interests in China declared the substantial bankruptcy of this policy.关键词
