How Can AI Capability Improve Public Service Provision:Empirical Evidence from Chinese Cities

Abstract
Enhancing public service provision through artificial intelligence(AI)has become a key focus in the practices of public sectors worldwide.However,the public sector's understanding of AI capabilities remains relatively underdeveloped,resulting in mixed outcomes in the application of AI.This study addresses the critical questions of what constitutes AI capability and how it can enhance public service provision.Using panel data from 36 major cities in China spanning from 2017 to 2022,we conduct an in-depth empirical analysis.The findings demonstrate that process automation,cognitive insight,and interactive responsiveness,as core components of AI capability,exert significant positive effects on the level of public service provision.These results remain robust across multiple validation tests.Furthermore,the level of government data openness positively moderates the relationship between AI capabilities and public service outcomes.This research contributes both theoretically and practically by clarifying the conceptualization of AI capability and its mechanisms for improving public service delivery.It provides valuable theoretical insights and practical implications for the application of AI in the public sector.关键词
