Exploration on Implementation Evaluation System and Method of Coastal Zone Special Planning

Abstract
The special coastal zone planning plays a bridging role of"spatial function zoning"and"resource optimization allocation"in the overall territorial space planning and other special and industrial planning,and it is urgent to carry out research on the planning implementation evaluation system.This paper reviews the evaluation methods for optimizing the implementation of the original marine functional zoning under the background of land-sea overall planning and"multi-planning in one";analyzes the experiences and shortcomings of the current plan implementation evaluation;proposes to build a special coastal zone planning implementation evaluation system that attaches equal importance to"consistency"and"effectiveness",has obvious land-sea integration characteristics,and considers the future applicability comprehensively.It also discusses how to improve the supervision and implementation system of territorial spatial planning to enrich the technical methods and ideas of annual implementation evaluation and periodic evaluation of coastal zone special planning at all levels.关键词
