Abstract
In order to identify the changes and shortcomings of the organizational framework of animal disease prevention in Tieling City since 2018 when an institutional reform was initiated in Liaoning Province,and to safeguard local livestock industry with high-quality development,the organization and staffing of animal disease prevention authorities,animal disease control institutions,animal health supervision and comprehensive law enforcement institutions at the levels of city,county and township were comprehensively investigated across the city from 2018 to 2024,and analyzed based on the data about animal quarantine,livestock insurance,biosafety disposal,etc.The results showed that,compared to 2018,the number of animal disease prevention institutions in the city significantly decreased in 2024,with a 34.7%reduction in staff;the workforce was increasingly aging,with the proportion of disease prevention staff aged 50 or above increasing to 41.0%;the gaps of the number of official veterinarians at township level reached to 53.4%,but the total workload for animal quarantine,livestock insurance and biosafety disposal increased by 27.2%,183.1%and 84.8%,respectively,and the per capita workload for animal quarantine increased by 79.2%.Following shortcomings were revealed by the above statistical data:unstable structure of the organization framework,critical shortage of staff,erosion of core missions,etc.To this end,recommendations were proposed,including reconstructing the three-tier animal disease prevention framework,engaging more specialists by stages,clarifying terms of reference and focusing on core missions,aiming to provide references for optimizing the framework of animal disease prevention in other regions.关键词
