摘要

Abstract

As comprehensive educational institutions rooted in counties and serving grassroots communities,county-level vocational education centers in China have undergone five main stages in their long-term development:policy origins and conceptual germination,experimental zone exploration and initial model formation,model establishment and experience dissemination,special construction and functional legalization,and connotation development and functional expansion.In practical exploration,these centers have formed a governance mechanism featuring government coordination and multi-stakeholder collaboration,innovative school-running models serving county development,a functional framework integrating vocational,technical and adult education with comprehensive services,and a service orientation rooted in local communities and close to people's livelihoods,accumulating experience in building county-level vocational education centers with Chinese characteristics.However,facing external shocks such as demographic changes,accelerated urbanization,and the waves of education popularization and informatization,as well as internal bottlenecks such as rigid school-running systems,insufficient resources attractiveness,and lagging teaching contents,the development of these centers has encountered multiple challenges.To this end,future county-level vocational education centers should focus on advancing three key transformations:firstly,innovating governance mechanisms to build a multi-stakeholder co-governance structure and activate endogenous development momentum;secondly,expanding educational forms to accelerate the construction of a lifelong learning system and enhance public service resilience;thirdly,deepening teaching reforms to improve comprehensive service capabilities.
