Logical Reconstruction and Implementation Pathways for Governance Esilience of the"New Double-high Plan"
摘要
Abstract
Under the strategic guidance of building a powerful education country,higher vocational colleges have enhanced their core educational capabilities through the"double-high plan".Looking back at the first round of"double-high plan",while the project-based approach achieved significant results through a competitive mechanism,its instrumental logic,technical rationality logic,and control logic led to deep challenges such as institutional resilience breakdown,structural resilience deficiency,process resilience weakness,and technical resilience absence.From a strategic management perspective,it is necessary to enhance governance resilience by strengthening strategic anchoring to restore institutional resilience;building a matrix ecosystem to activate structural resilience;injecting agile genes to optimize process resilience;and establishing a digital foundation to empower technological resilience.This will enable a leap from the project system to a strategic project system.关键词
