The Optimization of China's National Income Distribution during the 15th Five-Year Plan Period:Challenges and Countermeasures

Abstract
In recent years,China's national income distribution pattern has been gradually optimized,as evidenced by the rising share of labors com-pensation and the gradual tilt of both primary and secondary distribution of national income towards the household sector.Taking into account the cur-rent economic development conditions and future trends,we predict that the proportion of labor compensation and household income in national income distribution will continue to increase during the 15th Five-Year Plan period.However,the optimization of the national income distribution pattern in the 15th Five-Year Plan period still faces a series of challenges,including how to balance fairness and efficiency,increase residents'property income,fur-ther curb the phenomenon of"divorcing from the real economy and veering towards the virtual",ensure the financial sustainability of local govern-ments,enable residents to share in the factor income generated by data elements and artificial intelligence technologies,and reduce the resident savings rate.Thus,it is essential to establish a policy and institutional system that balances fairness and efficiency,increase residence property income through multiple channels,adopt comprehensive solutions that address both"stabilizing leverage ratios"and curbing the shift from the real to the virtual economy,enhance local governments'autonomous financial resources by deepening fiscal and taxation system reforms,explore ways for residents to share the new value created by the digital economy and artificial intelligence through multiple channels,and stabilize residents'income expectations to reduce the household sector's savings rate.关键词
