Strategic Priorities,Key Constraints,and Countermeasures of Agricultural Economic Development during the 15th Five-Year Plan Period

Abstract
The 15th Five-Year Plan period represents a critical strategic opportunity for China to build an agricultural powerhouse and fully advance ru-ral revitalization.During the 14th Five-Year Plan period,significant achievements were made in agricultural economic development,including en-hanced capacity to ensure agricultural supply,optimization and upgrading of industrial structure,and innovation-driven advancement in science and technology.Building on this foundation,this article proposes several strategic priorities:cultivating and developing new quality productive forces in ag-riculture,optimizing the spatial layout of production,improving the quality and efficiency of agriculture,and innovating the organizational system of ag-ricultural operations.At the same time,the development of agriculture during the 15th Five-Year Plan period faces major challenges such as an imbal-anced talent structure,increasingly tight constraints from resources and the environment,insufficient independent control over core technologies,and greater uncertainty in international markets.To address these issues,it is necessary to promote high-quality agricultural economic development during the 15th Five-Year Plan period by establishing a multi-level agricultural talent training system,advancing resource conservation and green transforma-tion toward ecological agriculture,overcoming bottlenecks in key and core technologies,and optimizing the structure and mechanisms of international trade and cooperation.关键词
