The Strategy Choice and Path Exploration of China's Orderly Expansion of Independent and Unilateral Opening up Facing the Transformation of the Global Economic Governance System

Abstract
At present,the profound and unprecedented changes unseen in a century are accelerating across the world.The international situation is get-ting into a new period of turbulence and changes characterized by a complex interplay of turmoil and transformation,intensified games and strategic competitions among major powers.Against this backdrop,China's orderly expansion of independent and unilateral opening-up represents an inevitable requirement for addressing complex domestic and international situations as well as risks and challenges,and a strategic choice to promote higher-level opening-up.However,China also faces several challenges and issues in this process,including the transformation of the global economic governance system and the reconfiguration of international economic and trade rules,significant pressure to stabilize foreign investment and foreign trade,arduous tasks in preventing and defusing major risks,the urgent need to accelerate the high-quality development of digital trade,the necessity to enhance data openness,sharing,and standardization,and the need to further open up the modern service sector.Therefore,China urgently needs to take effective measures,such as proactively aligning with high-standard international economic and trade rules to steadily expand high-level institutional opening-up;deepening the reform of the foreign investment management system to create a world-class business environment for foreign investment;fostering new ad-vantages in digital trade development to drive its high-quality growth;establishing a rule system for cross-border data flows to facilitate their safe and or-derly movement;focusing on the development of cross-border service trade to expand high-level opening-up in the modern service sector;and leveraging the institutional innovation and demonstration roles of pilot free trade zones(ports).These measures will help expedite the establishment of a policy and institutional framework tailored to the orderly expansion of independent and unilateral opening-up,providing long-term,stable,and predictable institu-tional guarantees for this endeavor.关键词
