From"Access"to"Deep Cultivation":Research on Differentiated Paths for Free Trade Pilot Zones to Facilitate Small and Medium-sized Enterprises'Embedding into Global Value Chains

Abstract
As the core carrier of China's institutional opening-up,the Free Trade Zone(FTZ)empowers small and medium-sized enterprises(SMEs)to break through the predicament of being locked at the lower end of the global value chain through differentiated institutional innovation.Fa-cing the challenge of the global value chain reconstruction,an analytical framework encompassing institutional supply,enterprise response,and value chain restructuring should be constructed to precisely align with the upgrading needs of SMEs.The manufacturing sector achieves gradual upgrading through intelligent production and service extension.The service sector makes leapfrog breakthroughs via digital trade and offshore outsourcing.The ag-ricultural sector embeds itself ecologically through cross-border traceability of geographical indications.Coastal FTZs focus on rule alignment and brand securitization.Inland FTZs leverage logistics hubs to reduce cross-border e-commerce costs.Border FTZs build industrial chain communities to hedge against risks.To this end,it is proposed to establish a cross-border R&D"whitelist"and"offshore R&D special zones",explore securitization of pub-lic brand assets,and deepen cross-border data negative lists and mutual recognition of green certifications.Through government-enterprise collabora-tion,resource sharing,and capacity building,resource misallocation and capability gaps can be addressed,the strategic advancement of FTZs suppor-ted.关键词
