Process Management"Involution":The Generative Logic of Grassroots Burden and Its Remedial Approaches

Abstract
To address the practical dilemma of"increasing burdens despite reduction efforts"at grassroots levels,this paper introduces the core concept of"the involution of process management"to systematically reveal the underlying mechanisms generating grassroots burdens.Constructing an integrated"structure-institution-technology-action"analytical framework,the study employs empirical research to analyze the empirical manifestations of institu-tional involution across four dimensions:redundancy in management processes,formalism in performance evaluation,reverse control through technologi-cal tools,and imbalance in authority-responsibility allocation.Management process involution substantially increases unnecessary workloads,generates immense psychological pressure,undermines professional fulfillment,and dampens work enthusiasm among grassroots cadres,thereby emerging as a critical source of administrative burden.The paper further elucidates the driving mechanisms behind this process management involution:rigid institu-tional constraints induce administrative procedural inertia;the distortion of indicator competitions fosters strategic coping behavior;intensified techno-logical control exacerbates digital formalism;finally,the imbalance in authority-responsibility configuration leads to the unlimited downward shifting of responsibilities.The study finds that these four mechanisms are intertwined,collectively locking grassroots governance into a vicious cycle of"high in-put,heavy burden,and low effectiveness".Therefore,this article ultimately proposes that the fundamental solution to rectify grassroots burdens lies in promoting the reform of"de-involution"in process management,specifically through coordinated efforts across four pathways:pushing institutional flex-ibility reform,reconstructing the evaluation and assessment system,advancing the transformation of technological governance,and reshaping the authority-responsibility configuration system,thereby guiding process management to return to its essence of enhancing governance effectiveness.关键词
