摘要
Abstract
To standardize the compilation of key content in soil and water conservation plans,enhance the quality of plan formulation,and promote the high-quality development of soil and water conservation in production and construction projects,this paper briefly reviews the main developmental stages of soil and water conservation plan reporting for such projects.These stages include the initial exploratory phase in the 1990s,the gradual standardization phase from 2000 to 2015,and the deepening development phase from 2015 to the present,The paper systematically analyzes technical challenges and major issues in plan compilation,such as unclear descriptions of project overviews and a lack of targeted soil and water conservation measures.Additionally,it elaborates on the connotations of relevant terms and concepts in the plans,as well as the key compilation points for core content,including project components,engineering design,project layout and construction organization,land occupation and earthwork balance,and soil and water conservation measures.关键词
