Allocation of carbon emission reduction responsibilities for forest products industry under carbon peaking and carbon neutrality goals

Abstract
The forestry products industry has the dual attributes of"carbon source"and"carbon storage",and the scientific allocation of its carbon emission reduction responsibilities is of great significance to clarify regional and industry emission reduction obligations.Based on the principles of fairness,efficiency and feasibility allocation,and constrained by the 2030 carbon intensity reduction target,the provincial forest products industry carbon emission reduction responsibility allocation model from 2025 to 2030 is established.The results show that:1)The principle of fairness is the core criterion for the allocation of carbon emission reduction responsibilities in the forestry products industry,with the largest weight(0.420),the second highest efficiency(0.388),and the lowest feasibility(0.192).2)Under the constraint of the 65%carbon intensity target,the basic emission reduction rate of the forestry products industry from 2025 to 2030 is 0.618%,and the cumulative carbon emission reduction should be 30,456.768 tons.3)The spatial distribution of carbon emission reduction responsibilities in the forestry products industry is uneven,with eastern coastal provinces such as Guangdong,Shandong,and Jiangsu bearing the main responsibility for emission reduction,while Beijing,Gansu,Qinghai and other regions bear relatively small responsibilities.Therefore,it is necessary to accelerate the green and low-carbon transformation of the forestry products industry in various provinces to support the efficient implementation of the"dual carbon"strategy.关键词
