Abstract
Soil erosion and potential safety hazards caused by the disposal of waste soil and residue from production and construction projects have become increasingly prominent,creating an urgent need to clarify the status of comprehensive utilization and establish index requirements for reduction and resource recovery.This paper analyzes the comprehensive utilization of waste soil and residue across different industry types,volume grades,and specifically within railway projects in the Haihe River Basin.Three key indicators are examined:the fill-excavation ratio,the excavation utilization rate,and the comprehensive utilization rate of waste soil and residue.Overall,for projects approved by the Ministry of Water Resources in the Haihe River Basin,the fill-excavation ratio is 27.24%,the excavation utilization rate is 20.66%,and the comprehensive utilization rate of waste soil and residue is 7.89%.The primary sources of waste soil and residue are open-pit coal mines,railway projects,and water diversion projects.As the volume grade of waste soil and residue increases,the number of projects decreases,and the average comprehensive utilization rate shows a rapid declining trend.It is proposed that the design of soil and water conservation schemes for railway projects should require an excavation utilization rate of≥50%and a comprehensive utilization rate of waste soil and residue of≥80%.These findings provide basic support for implementing source reduction and comprehensive utilization requirements in production and construction projects.关键词
