Practical Logic of Classification of Higher Education Institutions

Abstract
The classification of higher education institutions serves as an effective approach to comprehending the complexity and diversity of higher education systems.It is also an essential prerequisite for optimizing resource allocation and establishing a high-quality higher education system.However,such classification is inherently value-laden and context-dependent,rather than purely objective or neutral.Currently,three primary logics underpin higher education classification,i.e.,the normative approach,exemplified by the Carnegie Foundation for the Advancement of Teaching;the descriptive mode,represented by the European Union's U-Map project;and the project-based mechanism,as seen in China's practice.Moving forward,institutional classification should adopt a problem-oriented and service-driven stance,moving beyond managerialism thinking.It should discourage labeling in favor of descriptive categorization,and reject one-dimensional frameworks in support of multidimensional systems.Ultimately,classification is a means to an end—development.To promote differentiated development among institutions,it is crucial to enhance their autonomy,empower them to define their unique positioning,foster distinctive characteristics,and prevent homogenization.关键词
