Research on the Operational Efficiency and High-Quality Development of the Urban and Rural Residents'Basic Pension Insurance System:An Empirical Analysis Based on the Super-Efficiency DEA Model and fsQCA

Abstract
Under the background of population aging,promoting the high-quality development of basic pension insurance system for urban and rural residents is crucial for alleviating pension pressure and narrowing the urban-rural gap.Using a super-efficiency DEA model as well as NCA and fsQCA methods,this study empirically analyzes the operational efficiency and high-quality development paths of the basic pension insurance system for urban and rural residents in 31 provinces.The study finds that the overall operational efficiency of my country's basic pension insurance system for urban and rural residents reaches 1.05,a relatively high level overall,but with significant regional variations.High-quality development of the basic pension insurance system for urban and rural residents depends on multiple factors,not just a single one.The level of regional interaction between urban and rural residents'pension services,government digital service capabilities,and the level of internet development are crucial for achieving high-quality development of the system.The study identifies four configurations for achieving high-quality development of the system:government-citizen collaboration,government-led security,elderly-friendly service development,and leadership by digital economy.Based on these findings,local governments should strengthen informatization,optimize fiscal investment,and develop distinctive strategies based on regional realities to promote high-quality development of the system.关键词
