Abstract

The current resettlement post-support policy of large and medium-sized reservoir projects in China will expire in 2026.Whether the support policy will continue after its expiration is a focal point of concern.Taking the resettlement of the hydropower project B in Province S as a case,an evaluation system encompassing economic,psychological,policy compliance,social integration and governance,and reference schemes is constructed based on the multiple streams framework,and the advantages and disadvantages of five potential scenarios following the expiration of post-support policy are assessed by the expert evaluation method and a quantitative comparison is carried out.The study finds that the"Continuation of direct subsidies and project support after expiration"demonstrates the best overall performance.Based on this,it is proposed to scientifically extend the resettlement post-support policy for large and medium-sized reservoir projects,incorporate impoverished resettlers into the national citizen assistance system simultaneously,and continuously optimize project supports.
