Abstract
Under the dual carbon goals,energy performance contracting has become a key mechanism for promoting corporate energy conservation and carbon reduction.Currently,petrochemical industry related projects face multiple challenges in safety management,including unclear responsibility interfaces and complex risks,which significantly differ from traditional investment projects.This article analyzes typical safety management issues during the implementation of such projects and proposes systematic improvement strategies from the perspectives of responsibility allocation,risk control,technical measures,and multi-party collaboration.It also validates the effectiveness through corporate case studies,aiming to provide references for enhancing the safety management level of energy performance contracting projects.关键词
